Managing an FAA Drug and Alcohol Program under 14 CFR Part 120 and 49 CFR Part 40 carries serious regulatory and legal responsibility. Most DERs learn on the job and most compliance failures happen because of gaps in documentation, judgment, and audit preparation, not ignorance of the rules.
